Shaaban Abduba
Shaaban Abduba is a Geospatial and Land Governance Expert with extensive hands-on experience applying GIS, remote sensing, and spatial data systems to support land administration, physical planning, pastoral resource management, and sustainable development in data-scarce environments. He currently serves as a GIS Expert at Africa Conservation Centre, where he supports conservation, rangeland governance, and community-based natural resource management through advanced spatial analysis and participatory mapping.
In addition, Shaaban works with the Isiolo County Government (Lands and Physical Planning Department), where he leads county-level GIS and physical planning initiatives. His work includes the preparation and implementation of urban and rural physical development plans, land-use zoning, land tenure analysis, and support to land adjudication and dispute resolution processes. He plays a key role in designing and maintaining spatial data infrastructures, including cadastral, rangeland, and land information systems, and in integrating customary and statutory land governance systems.
Shaaban has also provided GIS technical support to international development and humanitarian organizations, including Mercy Corps and World Vision, contributing to land governance, food security, water infrastructure, and climate resilience programs across northern Kenya and the Horn of Africa. His experience spans spatial assessments for water and irrigation projects, development of GIS dashboards and mapping products, capacity building for government officers and communities, and integration of indigenous knowledge into geospatial planning frameworks.
Bizualem Admasu
Bizualem Admasu Nesir is a senior urban land and cadaster executive with 16+ years’ experience, leading national land reforms and major donor-funded projects, specializing in land administration, cadaster systems, policy development, and urban land governance.
Nathaniel Ovabor
Nathaniel Ovabor is a governance, land rights, and policy & law expert with extensive experience in anti-corruption, transparency, and public sector accountability. He is a legal practitioner and prosecutor with the Independent Corrupt Practices and Other Related Offences Commission (ICPC), where he provides legal advisory support on governance reforms, institutional transparency, and compliance mechanisms.
His expertise spans land governance, digital cadastre systems, and the protection of land and property rights, with a strong focus on evidence-based policymaking and the use of data, digital tools, and institutional monitoring frameworks to improve public administration outcomes. He has worked on strengthening Anti-Corruption Transparency Units (ACTUs) across government institutions through data-driven monitoring and evaluation.
Nathaniel holds a Master’s degree in International Law and has specialized training in digital forensics, government analytics, and behavioral insights. He has contributed to national and international policy discussions aligned with global and regional agendas, including the SDGs and African Union governance frameworks. His work emphasizes legal empowerment, transparency, and sustainable land governance to promote inclusive development and public trust in institutions.
Abebe Mengaw Wubie
Abebe has teaching and research experience since 2007. He served as lead/senior GIS/land expert with FINN MAP International (Finland), IAK Agrar Consulting (Germany), GOs and NGOs on land information development, land use planning and land consolidation projects. He is currently Director of Research at Bahir Dar University.

FREDRICK MOKUA
I am an international consultant with extensive experience in Participatory Land Use Planning and mapping and developing land information management systems. Climate change variability and vulnerability assessment and development of mitigation and adaptation strategies/policy, organizational and institutional capacity need assessments for implementation of ICT, disaster risk assessment and geospatial applications, configuration and deployment of GIS-based information management systems, and Compilation of GHG Inventories (all sectors) and National Communication to the UNFCCC, preparation, and implementation of MRV systems for mitigation and adaptation, NDC Tracking, transitioning to the enhanced transparency framework of the Paris Agreement, Science-based Target Setting (SBTi), and NBS/Carbon Project development.

I currently serve as the Lead of WRI Africa’s Data Lab, where I provide strategic and technical leadership for the development and deployment of geospatial, AI-enabled, and cloud-based platforms that strengthen evidence-based decision-making for governments, regional institutions, and development partners.
