Policy Engagement

NELGA plays an important role in shaping land governance policies across Africa by promoting  evidence-based decision-making and fostering inclusive policy dialogues. Through its strategic partnerships with governments, academic institutions, and civil society, NELGA actively engages in policy dialogues, parliamentary briefings, and multi-stakeholder land dialogues that promote sustainable and equitable land governance. By creating platforms for engagement, NELGA ensures that diverse voices – including those of women, youth, and marginalized communities – are heard in policy formulation processes.

NELGA experts have made significant contributions to land policy reforms in Zambia, Ghana, Namibia, Senegal, South Sudan, Niger, South Africa, and Chad, shaping critical legislation and governance frameworks. Additionally, the NELGA experts are actively engaged in ongoing reform processes in The Gambia, Botswana, Uganda, DRC, Cameroon, Ethiopia, Guinea, Tunisia, and Tanzania, among others.

Their expertise has been instrumental in supporting the development of  five National Agriculture Investment Plans (NAIPs), strengthening the crucial link between land governance and agricultural development. The NAIPs translate continental commitments — such as those of the Malabo Declaration and Post-Malabo Agenda — into actionable national strategies, addressing land governance, agricultural productivity, climate resilience, and rural development. These plans align with the Comprehensive Africa Agriculture Development Programme (CAADP) and help ensure that African countries remain on track toward sustainable agricultural transformation.

Moreover, in collaboration with the World Bank, NELGA has contributed to the publication of eleven Land Governance Assessment Frameworks (LGAFs), equipping countries with comprehensive tools to evaluate and enhance their land governance systems.

Through its policy engagement efforts, NELGA provides evidence-based recommendations, strengthens national and regional collaboration, and helps translate research into policy action. Its continued involvement in policy development underscores its commitment to strengthening land governance systems that promote peace, security, and sustainable development across the continent.
